The PROGRAM SCOPE AND FUNDING sections of the notice and the Proposer Information Pamphlet (PIP) are clarified to state the following: No award under this BAA will exceed $4.0M. It is expected that the typical award size for a 12-month effort will be between $0.5 and $2.0M.

The detailed proposal information contained in the PIP for Section E ?Innovative Claims, Statement of Work and Deliverables,? is hereby revised to read:

E. Innovative Claims, Statement of Work and Deliverables {8}:
Describe the project goals and innovative claims. Define the technical tasks to be performed. For each task, provide:

1. A short description of the objectives;
2. A short description of the approach;
3. Identification of organization or team members responsible for task execution;
4. The resources allocated (cost, person-months);
5. The milestones and deliverables.

Describe any interdependencies between the tasks. Provide schedule graphics. Include in this section all proprietary claims to results, prototypes, or systems supporting and/or necessary for the use of the research, results, and/or prototype. If there are no proprietary claims, this should be stated. The offeror must submit a separate list of all technical data or computer software that will be furnished to the Government with other than unlimited rights (see DFARS 227).

Offerors are also encouraged to provide a longer-term vision for the project by describing the possible deliverables and milestones that might be targeted in the 36 months following the initial Phase I 12 months.

Due to discrepancies regarding submission requirements between the PIP PROPOSAL SUBMISSION instructions and the ABSTRACT AND PROPOSAL FORMAT section of the notice, the following will take precedence:

Proposers must submit an original and 4 2-sided hard copies (5 total) and 2 electronic copies (i.e., 2 separate disks) of the abstract or full proposal (in PDF or Microsoft Word 2000 for IBM-compatible format on a 3.5-inch floppy disk, 100 MB Iomega Zip disk or cd). Mac-formatted disks will not be accepted. Each disk must be clearly labeled with BAA 04-38, proposer organization, proposal title (short title recommended) and Copy number x of 2. The hard copies should be stapled at top left corner and should not be bound. Please do not attach a plastic cover.
